- Role:- Community Mobiliser-
Position Overview
The Community Mobiliser will directly engage with informal waste workers (waste pickers, street collectors, itinerant buyers, scrap handlers) to integrate them into formal solid waste management systems and link them to social security schemes for improved livelihoods, health, and welfare.
This role requires intensive field work, building trust, facilitating entitlement access, and ensuring active participation of waste workers in segregation, collection, and recycling initiatives.
- Job Description: –
- Community Engagement & Mobilisation
- Identify, map, and maintain updated records of informal waste workers in the assigned area.
- Build rapport and trust within waste worker communities through regular visits.
- Encourage participation in segregation-at-source, recycling initiatives, and MRF operations.
- Organize small meetings, orientation sessions, and awareness drives.
- Integration into Formal Systems
- Support informal waste workers in obtaining municipal ID cards, uniforms, PPE, and formal registration.
- Facilitate their inclusion in municipal contracts, cooperatives, or self-help groups.
- Social Security Linkages
- Identify and inform waste workers about relevant social security schemes such as:
- Social Security Scheme Linkage
- e-SHRAM card registration
- PM Jan Dhan Yojana (bank account opening)
- Ayushman Bharat – PM-JAY (health insurance)
- Pradhan Mantri Jeevan Jyoti Bima Yojana & Suraksha Bima Yojana (life & accident cover)
- State-level welfare boards for unorganized workers
- Assist with application processes, documentation, and follow-up until benefits are availed.
- Maintain a database of workers linked to various schemes and update regularly.
- Capacity Building & Awareness
- Conduct training on safe waste handling, segregation, and occupational health.
- Educate waste workers about their rights, benefits, and grievance redressal mechanisms.
- Promote financial literacy, savings, and insurance awareness.
- Coordination & Liaison
- Work closely with municipal bodies, NGOs, labour departments, and banks to facilitate scheme enrolment.
- Act as a bridge between waste workers, government agencies, and the project team.
- Monitoring & Reporting
- Maintain detailed records of mobilization activities, trainings, and scheme linkages.
- Prepare progress reports and share success stories, challenges, and recommendations.
- Qualification:- Any Graduate or ITI.
- Experience:- Minimum 2–3 years of experience in community mobilisation mainly with informal workers.
- Skills Required:-
- Empathy and patience with marginalized communities.
- Good communication and persuasion skills.
- Ability to navigate government procedures for scheme enrolment.
- Strong record-keeping and reporting skills.
- Location:- Delhi NCR
- Remuneration:- INR 20,000-INR 22,000 PM, travel extra as per project norms.
